Last week, there were reports that Hong Kong's top bankers were holding informal talks about developing a so-called bad bank in order to store the city and the systems increasingly unmanageable pile of soured loans. And then earlier today, just hours ago, there were further reports that the city's monetary authorities were circulating the crisis letter, the one that was developed in 1998's Asian Meltdown, whose purpose is to help the banking sector avoid a similar fate.
