On the morning of December 17, 2024, Lieutenant
General Igor Kirillov walked out of an apartment block on Ryazansky Prospekt in southeastern
Moscow, roughly seven kilometers from the Kremlin. He was the head of Russia’s Radiological,
Chemical, and Biological Defense Forces, one of the most senior officers in the entire
Russian military, standing in the heart of the best-protected capital in the country. An
electric scooter was parked near the entrance. As Kirillov and his assistant passed it, the scooter
exploded. Russian state media later estimated the device carried around 300 grams of TNT equivalent,
