For most of this war, the term “thermobaric 
weapon” has meant one thing: Mass destruction. It’s a term that is almost synonymous with the 
TOS-1A Solntsepyok, a Russian rocket launcher that fires two dozen warheads in a single volley, 
or the ODAB-1500, a 1,500-kilogram glide bomb that produces a mushroom cloud visible from miles away. 
Both have been used by Russia in populated areas during the war, actions that form part of broader 
allegations of war crimes being investigated by the International Criminal Court. That is the
